Generating Reputation is worth the most at the beginning of the game and becomes less valuable as each turn passes.

Generating Recruits is pretty good all the time.

Generating Bracelets is good if you have a lot Trading Lands, or if you can trade one Bracelet for another resource and some VP.

Generating VP is most important the last two or three turns, but it's important to recognize that sometimes the third to last turn can start from as few as 20 VP.
