How to Play Fugitive

Overview

Fugitive is a two-player hidden-information game where one player is the Fugitive trying to escape, while the other is the Marshal trying to catch them.

The Fugitive secretly travels using numbered location cards, and the Marshal uses deduction and logic to figure out where they are before they escape.

Roles

Fugitive

  • Your goal is to reach the final hideout without getting caught.
  • Play location cards in ascending order to create your secret escape route.
  • You may use special cards to make it harder for the Marshal to track you.
  • Your locations remain hidden unless the Marshal correctly guesses them.

Marshal

  • Your goal is to uncover every hidden location before the Fugitive escapes.
  • On each turn, guess the numbers of the Fugitive's hidden locations.
  • A correct guess reveals that location.
  • Reveal all locations to win.

Turn Order

Fugitive Turn

  1. Draw cards.
  2. Add the next hidden location to your escape route.
  3. Use any special cards if desired.

Marshal Turn

  1. Guess one or more hidden location numbers (depending on the game rules).
  2. If a guess is correct, that location is revealed.
  3. If not, play continues.

Winning

  • Fugitive Wins: Successfully reaches the final location and survives the Manhunt (if one occurs).
  • Marshal Wins: Reveals every hidden location before the Fugitive completes their escape.

Manhunt

When the Fugitive reaches the final hideout (Hideout #42), check the highest-numbered hideout the Marshal has already revealed.

If the highest revealed hideout is 29 or lower

A Manhunt begins.

  • The Marshal guesses the Fugitive's remaining hidden hideouts one at a time.
  • Each correct guess reveals that hideout, and the Marshal continues guessing.
  • If the Marshal reveals every remaining hideout, the Marshal wins.
  • If the Marshal makes even one incorrect guess, the Manhunt ends immediately and the Fugitive escapes.

If the highest revealed hideout is 30 or higher

There is no Manhunt.

The Fugitive escapes immediately after reaching Hideout #42 and wins the game.

Tips

For the Fugitive

  • Leave unpredictable gaps between locations.
  • Save special cards for crucial moments.
  • Balance speed with secrecy.

For the Marshal

  • Track every revealed location carefully.
  • Eliminate impossible numbers.
  • Use deduction rather than random guessing.

The game is won through careful planning, bluffing, and logical deduction—not luck.
