Try to solve from the *smallest* number.

When resolving a puzzle, if adding a tile don't make at least 2 numbers in the outside good, it's maybe not the good tile. Start by adding tiles which make 2+ numbers good. Green numbers always go in pairs. All green numbers connect to a matching number.
