As a general rule of thumb, try to perform the action that increases your current net resource value by as much as possible. If you cannot increase your current net value, what trades can you make now to enable increasing your net value on coming turns? Work toward buildings that give you additional actions that you can frequently use. The buildings that turn wood into coal, clay into bricks, and stone into stone bricks are all hugely important for ramping into more buildings whereas buildings that cost tier 2 resources may only be usable once or twice the whole game. The scarcity of resources is actually very relevant. Keep count of what other players have been buying so you know what is likely to appear and so that you know which resources/buildings will still be available come your next turn.
