When in doubt; build a fence. Estates larger than 6 don't give any points.
If you're not the first one to finish a plan, consider creating parks (up to 42 points) and pools (up to 36 points).
Estates whose value has been increased by real estate agents are often worth more than second-place points for a city plan.
The distribution of numbers is as follows:

(3) 1s, 2s, 14s, and 15s
(4) 3s and 13s
(5) 4s and 12s
(6) 5s and 11s
(7) 6s and 10s
(8) 7s and 9s
(9) 8s

It's easier to work from outside in, i.e. play very high and very low numbers first to leave more opportunity to fill the middle squares
