When in doubt; build a fence. Estates larger than 6 don't give any points.
If you're not the first one to finish a plan, consider creating parks (up to 42 points) and pools (up to 36 points).
Estates whose value has been increased by real estate agents are often worth more than second-place points for a city plan.
The distribution of numbers is as follows:
- 3 1s, 2s, 14s, and 15s
- 4 3s and 13s
- 5 4s and 12s
- 6 5s and 11s
- 7 6s and 10s
- 8 7s and 9s
- 9 8s

It's easier to work from outside in,ie play very high and very low numbers first to leave more opportunity to fill the middle squares
