New page

(For better formatting and readability, it is recommended to read this section directly on the Wiki page. This article assumes a four-player game in all cases.)
Since Hegemony is a complex political-economic game, proper strategy and constant tactical awareness are essential for victory. One of the game's core elements is Diplomacy and Interaction with the other players, therefore Cunning and the Will to Compromise can go a long way and helps you find the right temporary alliances and creating favorable conditions for yourself. Circumstances can change very quickly during the game. Even a single Policy Change can completely invalidate the plans you had in your mind in the previous round. Ultimately, there is no perfect strategy that works in every game, and adaptability should always be one of your highest priorities.

== General Tips ==

*Due to the nature of the game, the way other players perceive you matters a lot. If you are friendly and willing to compromise, others will be more likely to support your proposals, and you may receive State Benefits more often. If your Class is performing better than your rivals, it may be worthwhile to convince the table otherwise—or at least make it seem like you're not doing quite as well as you really are.
*Action Cards with requirements should generally be played while the relevant policies and conditions still allow them. These Opportunities might disappear later in the game.
*It is extremely important to purchase the Goods and Services you need at the right time and at the best possible price, while helping the other players as little as possible in doing so. Calling in an immediate vote before making your purchases can sometimes be a good idea.
*Since each player only gets five turns per round, efficient use of actions is critical. Action Cards that allow multiple actions effectively save actions and can feel like taking extra turns compared to your opponents. These cards are usually more valuable. This is especially true when selling, where completing multiple transactions can generate substantial advantages.
*Because actions are so limited, it is important to prioritize what you want to accomplish each round. Sometimes it is worth waiting a bit to see whether another player will submit the same Policy Bill Proposal that you were planning to spend an action on.
*You can effectively block changing a Policy for a round by Proposing a Bill without immediately calling a vote on it, since no other player may submit other proposals to the same Policy during that round. Useful examples would be locking the Labor Market or Tax policies this way.
*If the outcome of a Vote is not particularly important to you, decide whether it is more valuable to join the winning side and gain 1 Victory Point (only when voting "For"), or saving your Vote Cubes by joining the losing side and preserving your resources for a more important vote later.
*In general, Policies 1–5 are most favorable to each Class when the Policy Marker is in its respective section:
**The Working Class prefers Socialist Policies (Section A).
**The Middle Class prefers Moderate Policies (Section B).
**The Capitalist Class prefers Neoliberal Policies (Section C).
**The State generally prefers whichever direction aligns with the current Political Agenda, but its important to note, that it is usually easier to shift Policies from the center.
*However, there are some exceptions:
**When a player wants to trigger IMF-intervention.
**When a player can obtain Goods or Services more cheaply (and/or more quickly).
**When a player wants to satisfy the requirements of a conditional card and play it later.
**Near the end of the game, when players want to deny Victory Points from the current leader.
*Foreign Trade (6) and Immigration (7) Policies are more nuanced than the other Policies. Their effects are discussed more in-detail within each Class section below. These Policies primarily determine the pace of the game and whether opportunities become more abundant or more restricted.

== Working Class Tips ==
The Working Class has the most straightforward strategic objective: continuously increase Prosperity and unlock as many Trade Unions as possible, as early as possible.
*In general, you will cooperate most often with the State, compete with the Middle Class for Services, and oppose the Capitalist Class.
*Since you are always the starting player, you enjoy a permanent tempo advantage over everyone else. Use it to secure critical Goods or submit important Bill Proposals. However, remember that in the final turn of a round you will not have the opportunity to react to other players' actions.
*Strikes are primarily used to disrupt other players' strategies. This is perhaps the most underrated action in the game because it is difficult to time correctly and opponents can respond to it easily with Free Actions. Nevertheless, an experienced player can inflict tremendous damage with a well-timed Strike.
*Demonstrations should only be organized when you are confident that their requirements will remain fulfilled until the Production Phase. Demonstrations timed for the final turn in a round or for the final turn of the game are particularly painful for opponents.
=== Policies ===
*Critical Policies: 2,5,6
**1-Fiscal Policy: Around the middle of the game, once the population has grown significantly, it may be worth supporting Public Sector expansion so that more Services become available.
**2-Labor Market: Keep wages as high as possible. Low wages can place you at a major disadvantage.
**3-Taxation: Of all factions, you are affected the least by this Policy
**4-5 Welfare State (Healthcare / Education):Affordable Healthcare and Education is key to victory. You should fight for at least one of these services to remain accessible, ideally both. Changes to these Policies often make public services more affordable while simultaneously lowering other players' selling prices. Since Healthcare also increases population growth—which makes generating Prosperity more difficult later—Education is generally the superior choice.
**6:Foreign Trade: This law determines how many Verdis are spent during the Cover Needs Phase. Tariffs on Food are particularly important: the lower they are, the cheaper Food becomes for you, and the more likely other players are to sell it at lower prices. As the population grows, this law becomes increasingly more important. Although Policy 6A grants the Capitalist two Business Deal cards, they usually cannot exploit them as effectively as the Working Class can exploit the low price of Food. Let's not forget, that Luxury Goods can often be acquired at excellent prices as well.
**7:Immigration: A double-edged sword. More immigrants mean faster population growth, making Prosperity harder to increase and increasing the number of mouths required to feed. On the other hand, more Workers mean stronger Demonstrations and Faster Trade Union formation, both of which provide considerable influence for You.

== Middle Class Tips ==
The Middle Class has several viable strategies. You can focus on generating Prosperity, selling as often as possible to the Foreign Market, or ideally combining both.
*In general, you compete with the Working Class for Services and with the Capitalist for Unemployed Workers.
*Strive for self-sufficiency. Although you can build fewer Companies than the Capitalist, you can still produce most of the Services you require for yourself.
*Since you always act after the Working Class, you must accept that you only gain access to whatever Public Services remain available. This is particularly relevant early in the game.
*Companies that can employ Working-Class Workers produce dramatically more goods if you can secure Workers in them, while the Companies employing only Middle-Class Workers are immune to Strikes.
*Try to end rounds with more Companies than Prosperity. Doing so grants one free Prosperity. Over the course of the game, this can result in up to five free Prosperity.
*At the end of the game, accumulated money converts into Victory Points at a very favorable rate. Therefore, it is often more profitable to sell production abroad rather than consuming it yourself.
*ou are generally in the most favorable position regarding the Policies, because moderate changes are much easier to pass than extreme reforms. Immigration (7) is the primary exception.
=== Policies ===
*Critical Policies: 5,7
**1-Fiscal Policy: Since you can produce most Services yourself, you are usually not particularly interested in the expansion of the Public Sector unless you want to collect additional wages.
**2-Labor Market: Since you both receive and pay wages, you are relatively comfortable regardless of where the Policy Marker sits. In practice, your wage income is usually greater than your wage expenses.
**3-Taxation: Since you pay two different types of taxes, you generally benefit from lower taxation.
**4-5 Welfare State (Healthcare / Education):Affordable Healthcare and Education are crucial for you. Early in the game, access to State Services is important, but because you act after the Working Class, you can only purchase what remains. Later, your Companies can produce these Services themselves, making it potentially advantageous to shift your focus towards limiting Working-Class' access. Since Healthcare increases population growth, Education is generally the better option.
**6:Foreign Trade: If your Companies do not produce sufficient Food, keeping tariffs low can help secure affordable food for you.
**7:Immigration: Arguably this Policy has the highest impact on your game. During the Preparation Phase, you lose 2 Prosperity, and your Companies generally require fewer Workers to operate than those of other classes. As a result, you usually prefer as few new Workers entering the game as possible, therefore you should try to keep this policy at 7A. It's also important to note, that the prosperity on your board is different from Working Class' board, meaning that at higher population levels you convert points from Prosperity least efficiently than the WC.

== Capitalist Class Tips ==
As the Capitalist, your Victory Points primarily come from generated profit. Profits may be modest early on, but they can grow rapidly later in the game.
*During the first few rounds, focus on building a strong production: construct as many Companies as possible and upgrade them with Gears if possible.
*Taking out loans early because of aggressive expansion is perfectly acceptable. You can repay them later—or even leave them unpaid until the end. The profits generated from selling Goods and Services usually compensate for the interest very quickly.
*Automated Companies are more expensive than those employing Workers, but they eliminate wage costs. Taxes still apply.
*It is often more beneficial to employ Middle-Class Workers instead of Working Class Workers whenever possible, since they cannot Strike or form Trade Unions.
*Since you act after the Middle Class, remember that they have the right to first access recruiting Workers. If they are also expanding Companies, they may absorb the labor force you need.
*Ideally, sell Services when the most favorable Export Card is available. This is not always possible, but stockpiling production can sometimes be worthwhile.
*Generally speaking, the Capitalist has the hardest time finding allies for Policy changes. On the other hand, you have the most tools to to trigger State Bankruptcy calling in the IMF. If the country's Policies become excessively unfavorable, the IMF can be your friend reseting the Policies to their default Sections. Keep this in mind during the final round as well, since IMF-intervention can be worth 8 Victory Points to you while only granting 1 point to everyone else.
=== Policies ===
*Critical Policies: 2,3
**1-Fiscal Policy: Expanding the Public Sector creates additional competition, which is generally unfavorable for you. However, it may help prevent major Demonstrations.
**2-Labor Market: Keep wages as low as possible. Significant wage increases can quickly consume your funds and even push you into debt.
**3-Taxation: You should constantly seek to minimize taxes and maximize capital accumulation. Keeping the Tax Multiplier low is a permanent priority, as you are taxed more heavily than any other faction.
**4-5:Welfare State (Healthcare / Education) Since you primarily want to sell these Services rather than consume them, these laws are less important for you. However, because you generally want lower taxes, moving these laws to the right is usually beneficial and also keeps in check the other classes.
**6:Foreign Trade: This law determines how many Business Deals are revealed and how much tariffs you must pay on imports. Completing both Business Agreements consistently is difficult, and you are usually more interested in selling to the foreign market. Under Law 6A, you can put significant pressure on other players: they must either buy expensive Food from you or import it at an even higher cost.
**7:Immigration: More immigrants make it easier to staff your Companies, but you should remain mindful of the increased risk of Demonstrations.

== State Tips ==
As the State, most of your Victory Points come from Legitimacy. You have two primary objectives: maintain balance between the three Classes and avoid State Bankruptcy.
*In general, you will cooperate most often with the Working Class and Middle Class, while the Capitalist usually represents the greatest threat to you.
*Unfortunately, avoiding Bankruptcy is not always within your control. Numerous cards can suddenly drain large amounts of money from the Treasury, and if several cards are played in the same round, avoiding Bankruptcy might even be impossible. In such cases, the best approach is to prepare and minimize the damage.
*Since you have no Vote Cubes of your own, you can only participate in votes using your personal Influence Cubes. Always keep a few in reserve to block unfavorable amendments and secure gaining easy Victory Points.
*Scoring Victory Points from Political Agenda cards requires considerable luck. In most situations, it is more effective to keep the other players in check by not chasing these points at all costs.
*If you are confident that a proposal will pass, it may be worth calling the vote yourself. Doing so grants 3 Victory Points and saves your Influence Cubes. The player who calls the vote receives the points without spending Vote Cubes or Influence Cubes.
*Since you always act last in a round, consider delaying the distribution of State Benefits from the second Event until the your final turn, preventing recipients from benefiting until the following round.
=== Policies ===
*Critical Policies: 1,3,6
**1-Fiscal Policy: This Policy can make you extremely vulnerable. There comes a point in the game where you can successfully maintain multiple Public Companies, but expanding the Public Sector always carries substantial risk. Opening the three additional Companies requires at least 60 Verdis. If sufficient Unemployed Workers are available, wage expenses can add up to another 60 Verdis. Always maintain adequate reserves of money and influence to survive a sudden Policy change and avoid Bankruptcy. If you successfully navigate this period, then your end up in a very strong position for the rest of the game.
**2-Labor Market: Keep wages as low as possible, especially after the Public Sector has expanded.
**3-Taxation: Most of your income comes from collecting Taxes, so keep the Tax Multiplier high. Sustained high taxation can provide a significant advantage over all three Classes.
**4-5:Welfare State (Healthcare / Education) You can earn many points by selling Public Services. Providing free Public Services can generate substantial Legitimacy, but it generally benefits the Working and Middle Classes even more. Try to earn at least 1 Victory Point from each transaction. The Tax Multiplier is also higher when these services are not located in the C sections.
**6:Foreign Trade: This Policy determines how much tariff revenue you collect from imported Goods. Alongside Taxes, Tariffs represent your second major source of income. Never allow the country to become completely tariff-free.
**7:Immigration: More immigrants make it easier find workers to Public companies, but potential Demonstrations must be kept under control.
