In a turn, the current player picks a &amp;#039;&amp;#039;&amp;#039;starting city&amp;#039;&amp;#039;&amp;#039; with a post of his/her color and an available cargo cube, and the &amp;#039;&amp;#039;&amp;#039;destination city&amp;#039;&amp;#039;&amp;#039; that has a free demand space, matching that cube&amp;#039;s color. &lt;br /&gt;

To complete a delivery, a player must &amp;#039;&amp;#039;&amp;#039;pay the cost&amp;#039;&amp;#039;&amp;#039; in Transport cards as follows:&lt;br /&gt;

* 🚚 A &amp;#039;&amp;#039;&amp;#039;Truck card&amp;#039;&amp;#039;&amp;#039; can be used to move from a city to an &amp;#039;&amp;#039;&amp;#039;ajacent one&amp;#039;&amp;#039;&amp;#039; (connected to it by a railroad track)&lt;br /&gt;
* 🚂 A &amp;#039;&amp;#039;&amp;#039;Train card&amp;#039;&amp;#039;&amp;#039; can be used to move from a city to another one &amp;#039;&amp;#039;&amp;#039;1 or 2 steps&amp;#039;&amp;#039;&amp;#039; away&lt;br /&gt;

After the delivery has been paid for, the cargo cube is removed from the game, and a Trading Post from the player&amp;#039;s board is placed on the destination City Tile&amp;#039;s demand space of the corresponding color.&lt;br /&gt;
&lt;br /&gt;
There are 2 &amp;#039;&amp;#039;&amp;#039;limitations&amp;#039;&amp;#039;&amp;#039; on possible delivery routes:&lt;br /&gt;
&lt;br /&gt;
* ⛔ A route should be &amp;#039;&amp;#039;&amp;#039;the shortest one&amp;#039;&amp;#039;&amp;#039;, taking the minimum possible steps between cities. However, as an exception, it&amp;#039;s allowed to use a land route that would be longer than the shortest possible sea route.&lt;br /&gt;
* ⛔ The route &amp;#039;&amp;#039;&amp;#039;cannot be overpaid&amp;#039;&amp;#039;&amp;#039; for (it&amp;#039;s not allowed to use 1 Truck card and 1 Train card to pay for delivery to a city 2 steps away, since a &amp;#039;&amp;#039;&amp;#039;single Train card&amp;#039;&amp;#039;&amp;#039; would suffice in that case)&lt;br /&gt;

== City Upgrades ==&lt;br /&gt;
&lt;br /&gt;
If a delivery fills the &amp;#039;&amp;#039;&amp;#039;last Trading Post space&amp;#039;&amp;#039;&amp;#039; on a City Tile, the city is upgraded to the next level. A &amp;#039;&amp;#039;&amp;#039;LV1&amp;#039;&amp;#039;&amp;#039; City Tile is flipped to the &amp;#039;&amp;#039;&amp;#039;LV2&amp;#039;&amp;#039;&amp;#039; site, with its cargo spaces refilled to the maximum. A &amp;#039;&amp;#039;&amp;#039;LV2&amp;#039;&amp;#039;&amp;#039; City Tile is &amp;#039;&amp;#039;&amp;#039;removed&amp;#039;&amp;#039;&amp;#039; from the game along with any remaining cargo. &lt;br /&gt;
&lt;br /&gt;
All Trading Posts located on the City Tile during an upgrade are moved to empty Trading Post spaces next to the city.&lt;br /&gt;
&lt;br /&gt;
An upgrade of a city that doesn&amp;#039;t have any cargo cubes remaining is called a &amp;#039;&amp;#039;&amp;#039;Perfect Upgrade&amp;#039;&amp;#039;&amp;#039;.&lt;br /&gt;

== Development ==&lt;br /&gt;

Completing a delivery earns the acting player a number of moves for &amp;#039;&amp;#039;&amp;#039;Vehicle markers&amp;#039;&amp;#039;&amp;#039; on the Development track, depending on spent Transport cards:&lt;br /&gt;
&lt;br /&gt;
* 🚚 Each Truck card used adds &amp;#039;&amp;#039;&amp;#039;1 step&amp;#039;&amp;#039;&amp;#039; to the &amp;#039;&amp;#039;&amp;#039;Truck marker&amp;#039;&amp;#039;&amp;#039;&lt;br /&gt;
