Rebellion is an Expansion for Dice Forge.
You are recommended to play Dice Forge first to get the basic rules.
Dice Forge basic Rules
You control two dice. The sides can be changed by "forging" using gold. You collect Moon shards (Blue) and Sun Shards (Red) to complete Heroic Feats. Heroic Feats can grant victory points, one off or ongoing effects. Two Sun shards can also be used to take a second go.
In the base game you can vary the cards available as Heroic Feats.
Rebellion Rules
This adds two "modules" which can be played individually (there is no option to combine them). There are also additional/alternative cards available.
